Bump PORTREVISION for ports depending on the canonical version of GCC
as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3
to GCC 9.1 under most circumstances now after revision 507371.

This includes ports
 - with USE_GCC=yes or USE_GCC=any,
 - with USES=fortran,
 - using Mk/bsd.octave.mk which in turn features USES=fortran, and
 - with USES=compiler specifying openmp, nestedfct, c11, c++0x, c++11-lang,
   c++11-lib, c++14-lang, c++17-lang, or gcc-c++11-lib
plus, everything INDEX-11 shows with a dependency on lang/gcc9 now.

security/git-crypt: fix build with GCC-based architectures

Add USES=compiler:c++11-lang.

Don't add -L${OPENSSLLIB} unconditionally, do it only when SSL library from
ports is used. The reason is that adding -L/usr/lib makes ports GCC want to link
to libstdc++ from /usr/lib, not from /usr/local/lib/gcc8. This causes linking
errors

git-crypt enables transparent encryption and decryption of files in a
git repository. Files which you choose to protect are encrypted when
committed, and decrypted when checked out. git-crypt lets you freely
share a repository containing a mix of public and private
content. git-crypt gracefully degrades, so developers without the
secret key can still clone and commit to a repository with encrypted
files. This lets you store your secret material (such as keys or
passwords) in the same repository as your code, without requiring you
to lock down your entire repository.
