Remove WWW entries moved into port Makefiles

Commit b7f05445c00f has added WWW entries to port Makefiles based on
WWW: lines in pkg-descr files.

This commit removes the WWW: lines of moved-over URLs from these
pkg-descr files.

Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Remove # $FreeBSD$ from Makefiles.

Unbreak the build by replacing recently removed `get-wings-flags ...'
program invocations with corresponding `pkg-config WINGs ...' ones.

As we now non-trivially patch the configure script, merge the changes
made with sed(1) into the patch file.

- Resurrect and provide working distfile locations
- Define LICENSE (GPLv2+), drop sparc64 "support"
- Add missing X11 components to the USE_XORG list
- Improve the port description, update WWW line

MASTER_SITES cleanup.

- Replace ${MASTER_SITE_FOO} with FOO.

Replace USES=libtool:oldver with USES=libtool or USES=libtool:keepla in
the 32 ports that still use it.  Bump PORTREVISION on their dependent
ports except the ones that depend on these:

audio/libogg
audio/libvorbis
devel/pcre
ftp/curl
graphics/jpeg
graphics/libart_lgpl
graphics/tiff
textproc/expat2
textproc/libxslt

In these cases the same trick as in the recent gettext update is used.

Split devel/gettext in devel/gettext-runtime and devel/gettext-tools.  The
first contains runtime libraries such as libintl and the latter contains
developer tools such as msgfmt.  Ports that use gettext will usually need
a LIB_DEPENDS on gettext-runtime and a BUILD_DEPENDS on gettext-tools.

USES=gettext-runtime can be used to set a LIB/BUILD/RUN_DEPENDS on
devel/gettext-runtime and USES=gettext-tools can be used to set a
BUILD/RUN_DEPENDS on devel/gettext-tools.  USES=gettext is now the same
as "USES=gettext-runtime gettext-tools" meaning a LIB_DEPENDS on
devel/gettext-runtime and a BUILD_DEPENDS on devel/gettext-tools.

Update gettext to 0.19.3.

Remove :oldver from converters/libiconv and devel/gettext-runtime.  Leave
symlinks with the old library versions to avoid the need to bump
PORTREVISION on a large number of dependent ports.  When most of the
dependent ports have had normal version updates, PORTREVISION can be
bumped on the remaining ones (low number) and the links can be removed.

Fix some ports that installed files in lib/locale instead of share/locale.

Update CONFIGURE_ARGS for how we pass CONFIGURE_TARGET to configure script.
Specifically, newer autoconf (> 2.13) has different semantic of the
configure target. In short, one should use --build=CONFIGURE_TARGET
instead of CONFIGURE_TARGET directly. Otherwise, you will get a warning
and the old semantic may be removed in later autoconf releases.

To workaround this issue, many ports hack the CONFIGURE_TARGET variable
so that it contains the ``--build='' prefix.

To solve this issue, under the fact that some ports still have
configure script generated by the old autoconf, we use runtime detection
in the do-configure target so that the proper argument can be used.

Changes to Mk/*:
 - Add runtime detection magic in bsd.port.mk

Bump portrevision due to upgrade of devel/gettext.

The affected ports are the ones with gettext as a run-dependency
according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT

ix11/wdm project moved, update MASTER_SITES and WWW

        The wdm project moved, so the distfile is no longer fetchable
        at the old MASTER_SITES. Update MASTER_SITES and WWW. The
        new author obviousle created a new tarball with a different
        md5. Both tarballs include the same files as checked by
        diff.

Add Xinerama support for WDM (yay!!).  Bump PORTREVISION.
George helped me better understand the Xinerama API.  Please note that
there is no support for specifying a particular physical display for
which the login frame should appear -- it will always choose physical
screen number zero.

Use '::' as an dependency operator for pre-everything target. This is   needed
because of the special nature of the pre-everything target.    

Specify DEF_SERVER explicitly in case the user is buildling with just the X

wdm also depends on libPropList, but WindowMaker 0.70 no longer includes it.    

this patch is no longer needed.   wdm 1.20 is able to set environment variables
using stock setusercontext().
