Update NGINX to 1.24.0
Overview of the changes from nginx-devel. Osa has made many good changes in the
last devel phases. These have been adopted into the nginx port (httpv3 ....).

That deleted GeoIP. GeoIP is EOL 15.02.2019.
It should not have been deleted from NGINX. Users had no chance to switch to
GeoIP2.
GeoIP will be deleted on 15.2.2019 again from NGINX

* Objectives:
- make easier to read and maintain
- Module config in a single section
- use OPTIONS framwework where possible
* Add options groups for mail and http
* Use options groups to set _IMPLIES instead of large .if HTTP and MAIL blocks
* Rename all _VERSION vars to align with the OPTION name
* Add DEVEL_KIT option so we can automate
* Separate bundled and 3rd party modules
* Order options alphabetically
* Pass openssl dir to configure
* Separate external modules in separate makefile
www/nginx is buildable again with this:
* Fix sub-paths for DSO_EXTMODS introducing ${WRKSRC_mod}
* Be smarter about the if ${PORT_OPTIONS:MDSO}
* move post-install-OPT-on to where possible
* Add some OPT_NGINX_VER if used multiple times

www/nginx: Change default log locations to avoid /var/log pollution
The nginx error log default will always be touched regardless of the value
of the error_log directive in nginx.conf. This is not a bug. It also
breaks shell tab completion for the sane default of /var/log/nginx.
This change aligns the compiled-in default and the configuration default
of error log to a new default /var/log/nginx directory.
