Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

Finally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combination for a given watch list. This is what FreshPorts will look for.

Description:
Tarsnap is an online encrypted backup service. It presents a tar-like command-line interface, but stores data online rather than locally; using ideas taken from the author's FreeBSD Update and Portsnap utilities, it maximizes performance by recognizing duplicate data and only storing it once, and cryptographically encrypts and signs archives using locally-held keys in order to guarantee that nobody without access to the key file (including the author) can read or modify archives.

If you have never used tarsnap before, you will need to create an account with the tarsnap service and deposit money into the account before you can start using tarsnap; see https://www.tarsnap.com/gettingstarted.html for details. Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

sysutils/tarsnap: Update to 1.0.40

While I'm here, enable bash completion scripts.

Tarsnap also ships with zsh completion scripts, but they're turned
off in order to avoid conflicting with shells/zsh-completion, which
also has a tarsnap zsh completion script.

Update sysutils/tarsnap to 1.0.39.  This fixes four crashes, including an
assertion failure after successfully creating an archive containing a file
which was (allegedly) last modified prior to January 1, 1970.

Upgrading is recommended, as (despite their implausibility) it seems that
a large number of people have files with such modification times.

Fetch using wget instead of fetch in order to work around a bug in how
libfetch(3) handles SSL connections.  Once libfetch is fixed I'll change
