Remove WWW entries moved into port Makefiles
Commit b7f05445c00f has added WWW entries to port Makefiles based on
WWW: lines in pkg-descr files.
This commit removes the WWW: lines of moved-over URLs from these
pkg-descr files.

The pkg wiki entry (https://wiki.freebsd.org/pkgng) says "The content of this
page was outdated and misleading so it has been deleted." Instead, point to
the upstream github repo where truths about pkg can be found.

While here remove "for FreeBSD" as it also works on other OSes

that instead of having a pkgng release every time a new
one is identified.

- COMMENT/Description/WWW are now required to make valid
packages
- Store fetched packages as 0644
- Add events for conflicts
