Move licq related ports to a newly create net-im category:
net/licq -> net-im/licq
net/licq-console -> net-im/licq-console
net/licq-osd -> net-im/licq-osd
net/licq-qt-gui -> net-im/licq-qt-gui

- The patch removes extra translation from process message.
If configuration parameter Translation isn't 'none' then when you
receive some packets their content is translated twise (from some
charset to another one) and gets unreadable.

Convert the monolithic Licq port into an licq-base port and satellite ports
for different plugins. Commit the first of the plugins, qt-gui, as that has
in the past been part of the normal licq port. The rest are coming after I've
tried them out.

Overhaul QT/KDE support: - bsd.port.mk update to use bsd.kde.mk for
USE_{QT,KDE}* - Cleanup corresponding ports for bsd.kde.mk update. - Fix
bsd.kde.mk: use correct kdelibs dependency, put qt at the bottom, introduce
QT_NONSTANDARD variable for nonstandard configure setup. - Update KDE2 to
2.1.1. Two patches included in x11/kdelibs2 to fix the proxy authentication
that was broken for 2.1.1. Remove old patches. - Potentially fix kdelibs
build for alpha. - Fix qt-designer 2.3.0 build. - Ruby stuff left alone
since it looks like black magic to me. Should still work w/ compat shims
for older USE_QT[,2] style. Some others were also left alone for the same
reason.

Since it makes very... promiscuous modes in the installation, create the
${PREFIX}/share/licq directory with no external permissions at all while doing
the installation, then whack the permissions into shape later before handing
it off to the world. There is no race condition, but this is under the
assumption that the installation routine doesn't chmod ${PREFIX}/share/licq
itself! God only knows, with this autoconfed, libtooled...
