Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

Finally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combination for a given watch list. This is what FreshPorts will look for.

Description:
LinuxDC++ is a Linux port of the Direct Connect client DC++. Though it is primarily aimed at Linux, it has been shown to work on other Unix-based operating systems as well. It is written in C++ and makes use of GTK+ for the user interface. LinuxDC++ is free and open source software licensed under the GPL. Direct Connect is a peer-to-peer file-sharing protocol. The most popular Windows client implementing this protocol currently is DC++. Direct Connect clients connect to a central hub where they can view a list of clients or users connected to them. Users can search for files and download them from other clients, as well as chat with other users.

Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Remove most expired ports that depend on Python 2.7:

Exceptions are:
- mail/mailman, our listservers still use it
- www/chromium, solely because of popular demand,
  upstream is (slowly) working on porting it to Python 3
- ports that have actual patches for Python 3 against
  them (Cinnamon and a few unrelated other ports)
- llvm70 and qt5-webengine because they seem to have a lot
  of dependencies which need further analysis
- sysutils/uefi-edk2-bhyve because bhyve seems to use them
- python2 and python27 themselves

I'm sure there will be complaints, but the nice thing about
a version control system is that we can revert and adjust things.

- Allow to build against contemporary versions of OpenSSL and set
  missing INSTALLS_ICONS as reported by portlint(1)
- Revert WITH_DEBUG part of the r512774 as explained by mat@:

  WITH_DEBUG means the port will be built with debugging symbols and
  will not be stripped.  So before, if WITH_DEBUG was set, it was built
  with all debugging bells and whistles.  Now, it only adds debug=1 to
  MAKE_ARGS, and it gets stripped in the end.  WITH_DEBUG must not be
  set by port options, it is a user-facing variable.

Bump PORTREVISION for ports depending on the canonical version of GCC
as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3
to GCC 9.1 under most circumstances now after revision 507371.

This includes ports
 - with USE_GCC=yes or USE_GCC=any,
 - with USES=fortran,
 - using Mk/bsd.octave.mk which in turn features USES=fortran, and
 - with USES=compiler specifying openmp, nestedfct, c11, c++0x, c++11-lang,
   c++11-lib, c++14-lang, c++17-lang, or gcc-c++11-lib
plus, everything INDEX-11 shows with a dependency on lang/gcc9 now.

Bump PORTREVISION for ports depending on the canonical version of GCC

This includes ports

converters/libiconv:
- Remove const qualifier from iconv(3) to match POSIX:
  http://pubs.opengroup.org/onlinepubs/9699919799/functions/iconv.html
- Patch iconv.h to expose more GNU extensions when LIBICONV_PLUG is
  defined because the base system iconv supports these extensions too.

Add/remove patches to/from ports to call iconv with non-const arguments.

This breaks some ports on FreeBSD 10 because base system iconv.h still has
the const qualifier.  Fix this by letting USES=iconv add a build dependency
on converters/libiconv so ports can use its iconv.h (with LIBICONV_PLUG
defined) instead of the base system iconv.h.

This exposed some ports that link with libiconv when it is available instead
of using libc iconv.  In these cases one of the following changes has been

Split devel/gettext in devel/gettext-runtime and devel/gettext-tools.  The
first contains runtime libraries such as libintl and the latter contains
developer tools such as msgfmt.  Ports that use gettext will usually need
a LIB_DEPENDS on gettext-runtime and a BUILD_DEPENDS on gettext-tools.

USES=gettext-runtime can be used to set a LIB/BUILD/RUN_DEPENDS on
devel/gettext-runtime and USES=gettext-tools can be used to set a
BUILD/RUN_DEPENDS on devel/gettext-tools.  USES=gettext is now the same
as "USES=gettext-runtime gettext-tools" meaning a LIB_DEPENDS on
devel/gettext-runtime and a BUILD_DEPENDS on devel/gettext-tools.

Update gettext to 0.19.3.

Remove :oldver from converters/libiconv and devel/gettext-runtime.  Leave
symlinks with the old library versions to avoid the need to bump
PORTREVISION on a large number of dependent ports.  When most of the
dependent ports have had normal version updates, PORTREVISION can be
bumped on the remaining ones (low number) and the links can be removed.

Fix some ports that installed files in lib/locale instead of share/locale.
