Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Update GCC_DEFAULT from 9 to 10.

A few (mostly Fortran-based) ports need to be patched because GCC 10
is stricter. A handful of ports need to be restricted to GCC 9 because
they fail with 10.

5 ports still fail with GCC 10. However, seeing as this work has been
ongoing since 2020-05-24, it is simply time to make the commit and
notify the affected maintainers.

While here, pet portlint (Makevar order).

- ASTK is upgraded to 2019.0-1

- math/mumps is upgraded to 5.1.2-aster7

- TFEL/MFront is now required, but when the compilers of tfel and aster are
  different, it cannot be linked
  . recopopy science/tfel to science/tfel-edf and depends on science/tfel-edf
. science/tfel-edf is built by Gcc, from the sources included in Aster's

Add Public Domain support to ports license framework. You can now use

    LICENSE=  PD

Note that although Public Domain is not technically a license, it's
handled in the same way as licenses here, which is a common practice

Convert all ports which redefine Public Domain LICENSE to LICENSE=PD.

Upgrade to 4.6.3. Changes include:

A new version of the powerful solver has been released. Changes include:

* Reduced memory usage for symmetric matrices (compressed CB)
* Reduced memory allocation for parallel executions
* Scheduler parameters for parallel executions modified
* Memory estimates (that were too large) corrected with
  2Dcyclic Schur complement option
* Portability improved (C/Fortran interfacing for strings)
* The situation leading to Warning "RHS associated in MUMPS_301"
  no more occurs.
* Parameters INFO/RINFO from the Scilab/Matlab API are now called
INFOG/RINFOG in order to match the MUMPS user's guide.

MUMPS, the MUltifrontal Massively Parallel sparse direct Solver, is the
fastest matrix solver available for FreeBSD. It requires a F90 compiler
so it's built with gfortran, however care was taken to ensure it will
work with g77 while a the default compiler is changed.
