lang/gcc13: Add port
GCC, the GNU Compiler Collection, supports a number of languages.
This port installs the C, C++, and Fortran front ends as gcc13,
g++13, and gfortran13, respectively.
This is the first release from the GCC 13 series.
It largely is a copy of lang/gcc13-devel, with release-specific
modifications from lang/gcc12.

lang/gnat12: adding GNAT from Gcc-12
This Ada compiler is built from Gcc-12, with help from Stephane Carrez
(Ada France).
The first time it uses lang/gcc6-aux as a bootstrap, but it can produce
a bootstrap for the next time, either for this version or for the next
ones.
Yet to be done:
- plug it into Mk/Uses/ada.mk
- build more bootstrapping assets
(ATM they exist only for amd64 on FreeBSD 13 and 14)
- add a test target
- try to cross-compile for more platforms?

The lang/chicken5 port was introduced to help migrating from v4 in
lang/chicken. The latter is not long gone, and we're left with a '5'
suffix everywhere. Let's put a copy of chicken v5 in lang/chicken, with
a plan to remove lang/chicken5 in two months.
The use of PORTEPOCH is necessary because it was there in chicken v4.

lang/ghc810: Add the port, slave to lang/ghc.
The need to have different GHC versions installed on the same system became
more common in the Haskell ecosystem. The devel/stack port solves this problem
by installing its own distributions into the user's HOME dir. Cabal doesn't do
that, but uses system-wide GHC installations. This slave port is intended to
help for such use cases.
This port can also be used as a fallback during major lang/ghc upgrades. At
the moment such upgrades require a lot of work to deal with Haskell packages
fallout. By switching failing ports to older GHC we can deliver lang/ghc
updates faster.

PyQt: Update sip to 6.5.0, reintroduce sip4 and simplify PyQt framework.

As mentioned in the update from sip to sip5, this is a transitional version
to remove what is deprecated in sip4.
Sip6 completely removes the deprecated parts.
Unfortunately, some ports — mostly cura things — can not use sip6, so we
reintroduce sip4.

To handle pre-release version, Mk/bsd.ruby.mk is changed as following.
* New variable RUBY_DISTVERSION is introduced. It keeps DISTVERSION of
each ruby port (lang/rubyXY).
* The value of RUBY_VERSION, RUBY_PORTVERSION, RUBY_WRKSRC and
RUBY_DISTNAME is set by using that of RUBY_DISTVERSION

lang/cython-devel: add port
Add devel version of cython. Apart from that 3.x cython branch is
where all the development goes on, 0.29.x only getting backported
bugfixes, this is currently the only version which supports python
3.11. Because of that, wire USE_PYTHON=cython to cython-devel for
python >= 3.11 in Uses/python.mk as well and limit supported python
versions with <= 3.10 for cython.

With the release of GCC 8.5 the GCC 8 release series has reached
end of life.
This also means the end of weekly snapshots. Remove lang/gcc8-devel
which has been tracking those and redirect to lang/gcc8 and that
final release instead.

New port: lang/mecrisp-stellaris: native code Forth for ARM
Mecrisp Stellaris is an implementation of a standalone native code Forth for
ARM. It fits into 16 kb of flash and runs with at least 1 kb of RAM. You can
choose to compile to flash or to RAM, and it generates native code with
folding, inlining of short words and it opcodes common instructions. Note that
it doesn't need to save any pointers, so it compiles directly into flash memory
without the need for erase cycles. Although it is in spirit of ANS, there are a
few differences: Be careful!

lang/gleam: new port
Gleam is a fast, friendly, and functional language for building
type-safe, scalable systems. The Gleam compiler itself is written in
rust.
Gleam uses the BEAM runtime, and using the same actor-based multi-core
concurrency, with zero runtime overhead and full inter-operability with
Erlang, Elixir, and LFE.
It has all the features you'd expect from an ML derived language,
including algebraic data-types, immutable data structures, full type
inference, fast compilation, generics, no nulls nor exceptions, and a
few bonus features such as helpful error messages.
