Now correctly install into PREFIX, not LOCALBASE. However, this will work only
if PREFIX==LOCALBASE, since it checks if Apache's data.default dir is present
(which is in LOCALBASE, not PREFIX). (OTOH, it will be in PREFIX if it
installs the apache13 dependency, so it is correct)

Install to LOCALBASE, not hardcoded /usr/local ^^^^^^^^ ARGH
