Upgrade to 1.64.

Install the binaries, not just libtool wrapper scripts.

Install library (required for the binaries to work), headers, and pkgconfig.

Modernize: new LIB_DEPENDS, USES=libtool, staging, strip libraries.

Take maintainership.
