Fix configure with python 2.7.

- Update to 1.7.4
- Update license to BSD 3-clause
- Add new runtime dependency
- Add concurrent to USE_PYTHON
- Remove python-3 patch (since upstream now supports both python 2 and 3)
- Add patch to avoid error during configure phase
