Eliminate USE_AUTOTOOLS from Haskell ports.  Let these ports set
XMLDOCS_CONF=yes instead and add support for that to bsd.cabal.mk.
Remove a patch from devel/hs-happy that is already handled by post-patch
in bsd.cabal.mk.
