Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

Finally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combination for a given watch list. This is what FreshPorts will look for.

Description:
SQLite is an SQL database engine in a C library. Programs that link the SQLite library can have SQL database access without running a separate RDBMS process. The distribution comes with a standalone command-line access program (sqlite3) that can be used to administer an SQLite database and which serves as an example of how to use the SQLite library.

    Affects: users of databases/sqlite3
    Author: fuz@FreeBSD.org
    Reason: 
      Due to various ports not being prepared for this change (see 20230227
      entry), the DQS option of databases/sqlite3 has been reenabled as a
      stop gap measure.  It is scheduled to be disabled again for good no
      earlier than 20240101, giving downstream software authors more time
      to fix their queries.

      Option DQS is now disabled by default.  This option controls the "double
      quoted string literals are accepted" quirk, permitting the use of double
      quotes around string literals if enabled.  Users who rely on this quirk

Update CONFIGURE_ARGS for how we pass CONFIGURE_TARGET to configure script.
Specifically, newer autoconf (> 2.13) has different semantic of the
configure target. In short, one should use --build=CONFIGURE_TARGET
instead of CONFIGURE_TARGET directly. Otherwise, you will get a warning
and the old semantic may be removed in later autoconf releases.

To workaround this issue, many ports hack the CONFIGURE_TARGET variable
so that it contains the ``--build='' prefix.

To solve this issue, under the fact that some ports still have
configure script generated by the old autoconf, we use runtime detection
in the do-configure target so that the proper argument can be used.

Changes to Mk/*:
 - Add runtime detection magic in bsd.port.mk

Mass-conversion to the USE_AUTOTOOLS New World Order.  The code present
in bsd.autotools.mk essentially makes this a no-op given that all the
old variables set a USE_AUTOTOOLS_COMPAT variable, which is parsed in
exactly the same way as USE_AUTOTOOLS itself.

Moreover, USE_AUTOTOOLS has already been extensively tested by the GNOME
team -- all GNOME 2.12.x ports use it.

Preliminary documentation can be found at:

which is in the process of being SGMLized before introduction into the
Porters Handbook.

databases/sqlite3 does not link with tcl8.3

        When trying to build databases/sqlite3 port with SQLITE_WITH_TCL83
        defined, the linking stage fails.  It looks like sqlite3
        uses a funciton which is only available in tcl8.4.

Removed TCL83 support for databases/sqlite3
