Reorganise and modernise the py-sqlalchemy ports.

 - Introduce new ports for the sqlalchemy 0.9 and 1.0 release branches.
 - Deprecate the ports for the 0.6 and 0.7 release branches, as these
   have been declared EoL and are no longer supported by upstream.
 - Update to the latest available version in each branch.

Remove UNIQUENAME and LATEST_LINK.

UNIQUENAME was never unique, it was only used by USE_LDCONFIG and now,
we won't have conflicts there.

Use PKGBASE instead of LATEST_LINK in PKGLATESTFILE, the *only* consumer
is pkg-devel, and it works just fine without LATEST_LINK as pkg-devel
has the correct PKGNAME anyway.

Now that UNIQUENAME is gone, OPTIONSFILE is too. (it's been called
OPTIONS_FILE now.)

Fix properties on pkg-plist

Add NO_STAGE all over the place in preparation for the staging support (cat:
databases)

- Update *_DEPENDS on databases/py-sqlite3 after _sqlite3.so relocation

- Update to 0.6.9
- Add add-plist-post target to fix pkg-plist when
  Python version is >= 3.2
- Add LICENSE (MIT)
- Add the option CEXTENSIONS (default on), which
  enables/disables the C extension to speed up the
  SQL layer
- Convert to the new options framework
- Remove PYDISTUTILS_PKGVERSION

- Add databases/py-MySQLdb to RUN_DEPENDS only when
  Python version < 3.0, because such port does not
  build with Py3k
