Switch to <target>:: convention for both patch-autotools and run-autotools,
to allow for easier overriding of these targets by port Makefiles, if
they need to.

Mass-conversion to the USE_AUTOTOOLS New World Order. The code present
in bsd.autotools.mk essentially makes this a no-op given that all the
old variables set a USE_AUTOTOOLS_COMPAT variable, which is parsed in
exactly the same way as USE_AUTOTOOLS itself.
Moreover, USE_AUTOTOOLS has already been extensively tested by the GNOME
team -- all GNOME 2.12.x ports use it.

which is in the process of being SGMLized before introduction into the
Porters Handbook.

Add speex-devel
The Speex is a patent-free, Open Source/Free Software voice codec.
Unlike other codecs like MP3 and Ogg Vorbis, Speex is designed to
compress voice at bitrates in the 2-45 kbps range. Possible
applications include VoIP, internet audio streaming, archiving of
speech data (e.g. voice mail), and audio books. In some sense, it is
meant to be complementary to the Ogg Vorbis codec.

Speex 1.1 is backwards compatible with speex 1.0
and can be used as a drop in replacement
for audio/speex
