audio/abcde: Drop Perl build dependency

There is no opt_USE_PERL5 helper.

While here convert pkg-message to UCL.  Remove the hint about
upgrading from abcde-2.1.4 or older.  2.1.5 is from 2003 so that
hint is probably no longer relevant.
